OONLY THOSE DEDICATED TO PUBLIC EDUCATION IN WORD AND DEED
SHOULD BE EMPLOYED IN THE EDUCATION DEPARTMENT
For the last forty years, DOGS have said that only those
· committed in word and deed to public education
· with experience in the field of public education as parents, teachers and principals
· are non-political and prepared to tell truth to power
should be employed in the administration of the Education Department. It was taken for granted that anyone involved with public education was honest.
Political and private school appointments have dogged the administration of public education in Victoria since the re-structure of the Education department in 1983 and the subsequent appointment of private school adherents to the top jobs in the department. In those days anyone obviously committed to the public system was passed over for promotion or made redundant.
Things rapidly went downhill with the politicisation of the Department, closure of schools, contracting out of essential services and the general mayhem of the Kennett years. During the Naphthine government Dixon, an erstwhile Catholic school principal and Deputy Director of the Catholic Education Office as Minister for Education. The current Labor Premier and his Education Minister have also indicated that funding demands of the Catholic Education office take precedence over resources for disadvantaged children in public schools.
Jeff Rosewarne, the department’s ex-acting secretary since 2010, was under scrutiny at recent IBAC Hearings. On his CV it can be seen that has no education qualifications or experience - only a Diploma of Business. Initially, he was the Deputy Secretary of Office for Resources and Infrastructure in DEECD and prior to that, held executive positions in the Department of Treasury and Finance. In June 2009 he was acting Chief Executive Officer of the Victorian Bushfire Reconstruction and Recovery Authority and was responsible for establishing the Authority. He is currently an employee of the Catholic Education Office - on leave. Rosewarne, with others, is alleged to have introduced corruption into the public education system itself, depriving public school children of much needed funding.

ONLY PERSONS EXPERIENCED IN AND COMMITTED IN WORD AND DEEDTO PUBLIC EDUCATION SHOULD BE APPOINTED TO THE EDUCATION DEPARTMENT.
