Can the public education system survive residualisation?
The public education system in Australia is at the crossroads. Years of favouritism to the private religious system by both the Coalition and the Labor Party are leading to its ‘residualisation’.
Since its introduction in the first half of the nineteenth century, the religious, denominational system has never accepted its existence. It started in 1848 in Australia as a replica of the “Irish National system, but whereas in Australia politicians and administrators were prepared to confront aggressive denominationalists like the Catholic Church, in Ireland, the opposite occurred and national schools became denominational schools. Even now, in Ireland secularists have to fight hard for non-sectarian schools.
One wonders whether Australia is now on the same trajectory.
In 2024, Australian public schools are funded systematically below the resource standard while private schools, on top of their fee and endowment income are in many cases funded well above that standard.
New figures demonstrate the bias against public schools in Australia’s school funding system.
The SRS (Schooling Resource Standard) is an estimate of the minimum funding a school needs to meet its students' educational needs. Based on recommendations made by the 2011 Gonski review of school funding, the SRS amount includes a base amount and up to six needs-based loadings.
Only 1.3 per cent of public schools receive the SRS amount they are entitled to, compared with 98 per cent of private schools.
A review of school funding by the Productivity Commission found that funding for private schools has increased by almost twice as much as public schools. In the nine years prior to 2021-22, private school funding rose by 37 per cent, compared with an increase of 20.2 per cent for public schools.
Government funding for Catholic and Independent schools has increased much more than for public schools since 2009. Government funding has enabled private schools to have a much higher income per student than public schools and to provide more teaching and material resources per student than in public schools. It is extraordinary, but shameful, that Australia’s school funding system so favours the privilege over the under-privileged.
The new figures published by the Australian Curriculum and Reporting Authority (ADARA) and adjusted for inflation by Save Our Schools show that between 2009 and 2022 government funding (Commonwealth and state) for Catholic schools increased by $2,865 per student and by $2,500 in Independent schools compared to $1,621 for public schools. In percentage terms, the increase for Catholic and Independent schools was well over double that for public schools – 37.1%, 39.6% and 15.3% respectively. But now the actual maintenance of existing facilities and the expansion of the public system in times of population increase, are up for grabs. Robyn Grace and Sherryn Groch from the Age on April 17, have revealed that only 60 Victorian public schools will share in federal funding for essential upgrades while private schools walk away with very generous, continuing taxpayer subsidies. And the funding for public schools could run out this year.
Does this mean that the future of public education in Australia is in doubt as our politicians follow the religious lobby back into a divisive denominational system?

More than 60 Victorian public schools will share in federal funding for essential upgrades such as toilet blocks and playgrounds, but those that missed out may have to look elsewhere for help as the one-off capital program expires with no commitment for its renewal.
The federal Education Department will on Wednesday announce $45 million for upgrades to 67 Victorian public schools with the greatest level of need, under its Schools Upgrade Fund.
Sixty-seven Victorian public schools will receive federal government grants, but education advocates say the funding should continue.
This is the second round of the government’s existing two-year election commitment, yet there is so far no pledge for more, despite calls from states, the teachers’ union and education experts to close the gap between public and private school infrastructure funding.
The states provide the bulk of public school funding, but they say the Commonwealth should re-establish a permanent dedicated fund for public capital works, as private schools have already.
Australian Education Union president Correna Haythorpe said public schools were being shortchanged when they were already grappling with a national teacher shortage.
“We aren’t calling for Olympic pools and polo fields,” she said. But “there is a huge unmet need for new and upgraded public schools for the increasingly diverse needs of students”.
The projects funded under the latest public round are mostly refurbishments of toilets and playground equipment. The largest amounts, of $1.5 million, are allocated to Cobden Primary School and George Street Primary School in Hamilton, both in western Victoria.
Meanwhile, this year’s private schools program, which is ongoing, allocated $68 million to Victorian projects, including $1 million for the purchase of land by St Andrew’s Christian College in Melbourne’s eastern suburbs, which ranks among the nation’s top 3 per cent of advantaged schools.
Six of the 28 projects funded under the private schools program were worth more than $4 million and included the construction of new campuses, digital technology studios, car park extensions, a two-storey “creativity hub” and landscaping.
